The play now goes back two years to the time when the Governor was beheaded by his brother the Fat Prince. There is a fugitive who runs into Azdak, who is a scrivener. Azdak agrees to protect him facing dangers, so he takes the man back to his hut. The man promises to  Azdak that he will pay 100,000 piasters for a night's staying. When Shuwa comes in, a policeman, wants  Azdak to give him the fugitive, Azdak slams the door in his face and makes him leave. Then, he let the fugitive to stay until the next morning. Azdak, realizing that he has given shelter to the Grand Duke, so he goes and makes Shauwa arrest him. He then takes Shauwa into the city and informing everyone that he had protected the Grand Duke and therefore must be killed. The soldiers laugh at him and think that he is a fool and refuse to believe him. When he asks for the judge, they show him that the judge has just been hung. Azdak then sings a song for the Iron-shirts, but the song is about the war that everyone was being hung and the injustice society.
Afterward, the Fat prince arrives with his nephew that he wants his nephew to take the job of the new judge. However, his position is not that solidified, so he ‘wants’ the soldier to choose the new judge: he thinks the soldier will definitely choose his nephew to be the new judge. They do a mock trial in which the nephew pretends to be the judge and Azdak pretends to be the defendant which is the Grand Duke. When accused of running a war badly, Azdak blames the princes that they were only fraud and they didn’t even send enough people to the war, so the Fat Prince is in it as well. Azdak continues to speak the truth about the contract that the princes did, this make the iron-shirt become more delightful because of the truth not delivering horse and food supplies, and this lead the Fat Prince to demand that they should hang him. Instead, Azdak becomes the new Judge.
Now, he has cases by saying I accept to be willing have bribes. The first case was about an invalid and a doctor. He blames the stroke on the Doctor and wants to be paid back the money he spent in getting the Doctor trained. Because the doctor gives patient with free treatment. Then, the invalid has a stroke. The other case is that of a Blackmailer who demanded money from a landowner who had raped his niece. However, the Blackmailer refuses to speak about the name of the landowner. He rules that the invalid has to pay 1000 piasters as a fine, but that the doctor must treat him when he has a second stroke. For the blackmailer, he must pay the court half of his fees since he would not give the landowner's name. Azdak advices him to study medicine.
The next case is the innkeeper and his daughter in law. He sues that the stableman had raped his daughter in law. The Innkeeper claims that he had caught the stableman in the act. Azdak tries to get a bribe from the Innkeeper by asking for a "little roan," yet the Innkeeper refuses to pay him. Azdak then has Shauwa drop and knife which he makes Ludovica pick it up. He watches as her hips sway. He then says the daughter in-law,however, had raped the poor man. Azdak then fines the Innkeeper the little roan that he wanted and lastly takes Ludovica to the stables, so the court can investigate the scene of crime.
The last scene was about the three peasants and a Granny.  The three peasants want to sue her because she stole their cows and hens. On the other hand, she claims that there is a miracle who was given a cow to her. A man with beard gave it to her because her son had died in the war. While another morning she saw there is a ham fly into her house through a window, and that her landlord gives up her rent. Three farmers are claiming that Granny's brother-in-law Irakli has stolen a cow, stolen a ham, and killed the landlord's cattle until the rent was waived. Azdak rules in Granny's favor, and fines the farmers 500 piasters for not believing in miracles and the religions.
After two years the Grand Duke returns to power and Azdak fears for his life. He tells Shauwa that the rich and powerful want to kill him because he has always bias toward the poor. The Governor's wife soon arrives and demands to have her child back. Azdak promises to oblige her, bowing her coming. And says the woman will beheaded, and the child will be brought back.

Act 5
Grusha has returned to the city because she need to have a court in the city for taking the Governor's son. The Cook from the first act tells her that she is lucky that Azdak is the judge, because he is taking the rich bribes but helping the poor. Simon tells Grusha that he will swear he is the child's father. At least, Grusha has someone on her back. One of the Iron-shirt recognizes Grusha- It is the corporal she hit with a piece of firewood. He leaves but with fear because then he would have to admit that he wanted to kill the child. So then, he runs away.

The Governor's wife, Natella, arrives at the court and complains the smell of common people. Her lawyers tells her that not to say anything against the poor until they have appointed a new judge. Azdak is then led onstage in chains, having been arrested because he worked for the Fat Prince, so the soldiers rip off his gown and start to beat him up. The Governor's wife claps her hands while this occurs. Then, the messenger comes with news, saying Azdak is the new judge, now. And Azdak puts out his judicial position, so the soldier wouldn’t bet him, and the soldiers left, as he gets up and ready to judge.
He starts the judging by receiving money from Natella, and the lawyer who works for the governor’s wife. He claims that Grusha as the thief stole the child of heir away from the palace. They state that blood is always thicker than the water. Then, Grusha says that she brought him up, and she always give things to eat, and protect him as her own child. Nevertheless, the lawyer says they didn’t have any blood relative of the child, so she should give it back. Also, the lawyer suggests that Natella needs Michael in order to take over the Governor’s estates. Without him,she will be alone, and nothing will be given.
Then, Azdak tries to ask question to Grusha, and he finds out Grusha takes the child all along the way. He discovers that she was forced to marry a man that she doesn’t like at all, so she can protect Michael from the outside world. He knows that Grusha and Simon are in love, but they couldn’t get together. They get mad because they thought Azdak decided to help Michael to get into Natella. And it causes Simon to ask wisdom talk to the judge, but it hurts him to pay 10 piasters for insulting the case. Then, Grusha is being mad because he is saying they are stupid, she starts to argue with the judge that he knows nothing and also by calling him as the drunken onion. The fines for Gursha gets higher and higher.
Afterward, the judge says he has lost interest in judging the case, so he decides to do the divorce couple first. The lawyer says they will definitely get the winning of this case and gets the child back. Then, the divorce couple comes out. They argue that they have been married for 40 years, and since they were married, they don't like each other, so they asked for divorce. Azdak says he will think about the divorce, so he turns to the case again. Asking why Grusha doesn’t want to give her the child because he then will have more things to get, he will become richer. Grusha remains silent, and Azadak says he understands her.
Michael is brought into the courtroom and Natella accuses Grusha because she had dressed Michael in a rag and saying he was in a pigsty. Azdak watches as Natella accuses Grusha, but her lawyer wants to prevent her from doing such silly thing under the court. He then orders Shauwa to take a piece of chalk, he will draw a circle on the floor. Michael is placed in the middle and both women are going to take an arm of Michael. Azdak says to them that whichever can pull the child out of the circle will get him. Natella pulls hard and take the child out of the circle; meanwhile, Grusha has refused to pull. Grusha then apologizes to Azdak for having insulted him earlier. She regrets to say insulting swear at him, and begs him to give her the child.

Azdak orders them to make the test one more time. But interestingly, Grusha lets go of the child's arm. Azdak then declares that it is now obvious who the true mother is. He gives Michael to Grusha and advices her to leave the city with the child. He then orders Natella to disappear before he fines her. And he announces that Michael's estates fall to the city and now it would become the Azadak’s Garden. His last act is to sign the divorce papers for the old couples. However, Azdak deliberately divorces Grusha with the peasant instead of the old couple. Everyone present then starts dancing. During the dancing Azdak slowly is hidden from view until he disappears by the end.
