The delegate agrees to listen to both groups' arguments as to why they should take over the valley.
The peasants on the right says they spends three days to get here, and the discussion was only half a day, so it’s not fair for them, and then they unpack some cheese and argue that the taste is different since they had to leave their original valley. The cheese is not that good as before. They also claim the land as a matter of law, saying they have used to live there, so it belonged to them.
On the other side, the left side have Kato, an agriculturist, to explain their plans to the right side, so there is more fruit in the village and more infertile lands are converted into fertile lands. Everyone looks at the plans and thinks it’s a good idea. Afterward, the delegate asks the peasants on the right if they will give up the valley, and they agree. In order to celebrate the peaceful resolution to the problem, the peasants on the left has a singer named Arkadi. He agrees to sing a song called the Chalk Circle which comes from the Chinese, and the story begins.

Grusha tells him he is being silly to obey the orders instead of mutinying with the other soldiers because she afraid that he will be killed. Simon then turns to Grusha and asks her some questions that indicate he wants to marry her. She replies to all of them and then expects his last question, telling him that her answer is yes, but he ignores her answer and quickly tells her about himself before asking her for her hand. She again accepts marrying with him, but should bring some message to her. Simon then gives Grusha a silver cross to wear as a sign of their engagement. He leaves to go protect the Governor's wife and Grusha leaves as well. Natella arrives with numerous boxes of her things and her child Michael.
